WP1 has no chromium requirement at all. It is carbon steel with about half a percent of molybdenum, which is the cheapest step up from plain carbon steel and buys creep strength without buying oxidation resistance. That single omission shapes everything about where the grade belongs, and it is also why carbon-moly steels carry a long-term concern that the chromium-bearing grades do not. The two alloying elements in chrome-moly steel do different jobs. Molybdenum raises creep strength, the resistance to slow deformation under load at temperature. Chromium provides oxidation resistance, so the metal does not scale away from the outside. WP1 has the first and not the second.
That makes it a genuine but limited step. Adding roughly half a percent of molybdenum to carbon steel meaningfully improves elevated temperature strength at modest cost, which is why WP1 exists and why it is the cheapest grade in the A234 alloy family. But with no specified chromium, oxidation resistance is essentially that of carbon steel, so the grade suits moderate temperatures rather than genuinely hot service. Where the duty is hotter, WP11 adds 1 to 1.5 percent chromium and moves into a different band.
Carbon-molybdenum steels carry a degradation mechanism worth knowing about before specifying them for long-term high temperature service. Over extended periods at elevated temperature, carbides in the steel can decompose and the carbon can reform as graphite nodules. Where those nodules align, they create a plane of weakness, and the effect develops slowly enough that it may not appear until well into the component's life.
The practical consequence. This is one of the reasons many operators and specifications moved from carbon-moly to chromium-bearing grades for sustained high temperature duty. It does not make WP1 unsuitable, it makes the service temperature and expected life part of the specification decision rather than an afterthought. Where a line will sit hot for decades, the chromium-bearing grades are the safer specification.

No. ASTM A234 sets no chromium requirement for WP1. It is a carbon-molybdenum steel with 0.44 to 0.65 percent molybdenum and no specified chromium, which means it gains creep strength over plain carbon steel but not oxidation resistance. That is the practical limit on where it can be used.
When the service temperature rises far enough that oxidation resistance matters, or where the line will sit hot for a long service life. WP11 adds 1.00 to 1.50 percent chromium, which provides the oxidation resistance WP1 lacks and avoids the long-term concerns associated with carbon-molybdenum steels in sustained high temperature service. No. Unlike WP11, WP12, WP22, WP5 and WP9, grade WP1 is not divided into classes under ASTM A234. That removes the ordering ambiguity those grades carry, where a purchase order naming only the grade leaves the class undecided.
